Oxfordshire finalists in Conservative National Excellence Awards

I was please to receive a certificate on behalf of the Oxfordshire Conservatives Group as finalists for Campaigning in the National Excellence Awards earlier today. David Cameron made the presentation ahead of his speech at today's Spring Forum in Brighton.

The ceremony was held at the Hilton Metropole and a number of representatives from Associations in Oxfordshire attended.

Olive Kelland, Vice-President of the Oxford West & Abingdon Association also received a lifetime achievement award for her work for the Party over many decades.

My letter to the Herald on parking charges

Sir, In last week's Herald you quote me in an article that focused on staff
and councillors at the Vale losing their parking permits. Much as the report
rightly focused on the financial problems at the Vale which are causing a
number of job cuts, I feel I must highlight a much bigger problem of car
parking charges in the district.

I am much more concerned for the vitality of our town centres than I am
about whether or not I receive a parking permit. The problem with which we
are faced is a structural one. The Vale District Council has become
dependent on the revenue for car parking, so that in difficult times, when
we should be encouraging shoppers back into our town, we are actually
increasing charges and sending people away to towns such as Didcot and
Witney which welcome shoppers.

I fear that all of the towns in the Vale will suffer until the Council
accepts that parking isn't just an extra service that can be squeezed when
times are tough, it is essential to our local economy and should take a much
higher priority. I still hope to find a way to make the first hour free in
all Vale car parks.

The Issue

My argument for why personality does matter in politics, for the Oxford
Mail's "The Issue" column...

The row over apparent bullying inside Number 10 seems to me to be blown out
of all proportion. Everyone has agreed that Gordon Brown is not personally
accused of bullying and he is probably just as damaged by the incompetent
denials from Mandelson and others as by the original allegations themselves.

There is however a more important issue at the heart of the matter - whether
the personality of our politicians matters. Surely it must. In all cases we
should be interested in the kind of people that we elect to take decisions
on our behalf. Naturally politicians should be entitled to a private life,
but their own personality must impact on the way in wish they conduct
themselves in public office.

We would not want to see a doctor who we considered to be uncaring, or to
send our children to a school where we thought the teachers were not
committed. Our own personalities guide our motives in everyday life, and I
for one don't see how it is possible to separate the two.

To look at the current case about to be put before the electorate, David
Cameron of Gordon Brown. David Cameron is, I believe rightly, seen by many
as a passionate leader, how cares for the people he wishes to serve. Many
see Gordon Brown as remote and disconnected from the public. There are
hugely important issues of public policy that will be put to the electorate
later this year, but we cannot believe that the type of leader we have is
irrelevant.

On Thursday 11th March I'll be taking part in the Mayor of Witney's
sponsored firewalk, and raising funds for Helen & Douglas House. Few people
in Oxfordshire will not know about the amazing work that Helen & Douglas do
for so many children and families. Helen House was the world's first
children's hospice, opening in November 1982. It sprang from the friendship
between Sister Frances Dominica and the parents of a seriously ill little
girl called Helen who lived at home with her family but required 24 hour
care.

I hope my friends will help me to raise as much money as possible for this

Work on Radcot lock to begin in April

I have just heard from the Environment Agency that work is to begin work at
Radcot lock to replace the old manual weir with modern motorised gates.

The weir at Radcot Lock dates back several centuries. It retains a head of
water upstream, creating enough depth to allow boats to navigate the river.
After the 2007 floods an assessment concluded that the weir at Radcot should
no longer be operated manually due to the high risk of injury to operators.
With an inoperable weir the Environment Agency would have less control over
water levels and flood risk to the local area would increase. Removing the
weir permanently would prevent boats from travelling along the river and
would adversely affect the biodiversity and natural appearance of the river.


Radcot is one of five Thames area weirs to be replaced by October 2011.

Construction work is due to begin in April 2010 and will continue over two
summer seasons until the end of October 2011. Radcot Lock will remain
operational throughout, with only minor impacts on normal function.

Lib Dems majority reduced from 15 to just 3!

Last ditch attempts to protect local services were scuppered by Lib Dem
councillors at last night's meeting of Vale of White Horse District Council.
Conservatives, led by Cllr Matthew Barber, proposed postponing the budget
setting by one week to investigate properly the suggestion of moving the
Wantage Local Service Point (LSP) into the Wantage Civic Hall. This motion
was defeated by the Lib Dems, but only narrowly. Their majority was slashed
from 15 to 3, with a number of Lib Dem councillors voting with the
Conservatives or abstaining.

The final result was that the Vale Council tax will increase by 3.9% and
front line services will be cut. The Wantage LSP will close, the grants
budget has been cut for at least a year, and parking charges will increase
across the district.

Cllr Barber commented after the meeting, "We have tried to be constructive,
offering a way of saving money and protecting services, but the Lib Dem
Leader said at the start of the meeting that he had made up his mind, and
would not consider any alternatives."

Attempt to save Wantage Local Service Point rejected by Lib Dems

At tonight's Vale of White Horse District Council meeting, efforts to save the Wantage Local Service Point (LSP) as well a bolster the Wantage Civic Hall were rejected by the Lib Dems.

The Lib Dem Executive budget proposed closing the LSP, and important local facility, used by many in the West of the District after the closure of the Faringdon office. I proposed an amendment to the budget, that would have seen the LSP moved into Wantage Civic Hall. The future of the Civic Hall is also uncertain, so the move could strengthen both facilities as well as saving taxpayers money.

Lib Dems defeated the amendment by only 3 votes insisting on voting through the original budget which not only means the closure of the LSP, but also increased parking charges, cutting more than £180,000 from the grants budget and putting up council tax by 3.9%!

Might you get two council tax bills this year?

Are the Lib Dems running the Vale of White Horse District Council running the risk of being capped by the Government for setting a high council tax. The Department for Communities and Local Government has indicated that it will cap council tax at around 3%. The Lib Dems in Abingdon are proposing an increase of 3.9%, and there is no sign that they are about to change their minds. Of course the Government may back down, but it is a big risk to run.

Obviously I want to see Council Tax kept as low as possible, in the current economic climate, households can well do without even small increases in their tax bills, especially at a time when Council services are being cut.

There is however a bigger problem with being capped. Not only would the Council be forced to make further budget cuts to acheive the government target, they would also have to shoulder the burden of rebilling everyone. The cost of sending a new council tax bill to every home in the Vale could cost around £60,000.

My first hope it that the Lib Dems relent, and propose a lower council tax. If this doesn't happen then I hope the government do not impose a cap, it will cost local people even more in the end. That said, according to this article on the webstie Public Finance, the Government have already started taking action against three police authorities. Let's hope we're not next!

Concern grows for front line services

Conservatives at the Vale of White Horse District Council have reacted
angrily to the latest budget proposals from the Lib Dems. Despite a month
long consultation in which resulted in pages of negative comments being sent
to the Council, the Lib Dem leadership have ignored public concerns and
proceeded with savage cuts to front line services.

Over the next five years, the Lib Dem are proposing to make cuts of
£5.8million from the Council's budget. Vale Conservative Leader, Matthew
Barber said, "You simply cannot make cuts on this scale without harming
services". The consultation process which took place over the Christmas and
New Year was the perfect opportunity for the Lib Dems in Abingdon to pull
back from the brink and make a commitment to protect important parts of the
Council's work such as community grants, the Local Service Points and the
Civic Halls.

Cllr Barber went on to say, "Everyone has been hit hard by the recession,
but the failings at the Vale are due to political mismanagement. At the end
of last year the local press reported accounting errors of more than
£700,000. In the budget proposals published this week, there are more than
£1.5million worth of costs brought about by poor budgeting in previous
years."

Despite making huge cuts, the savings are not being passed onto the public.
The Lib Dems risk capping by the Government by proposing to increase Council
Tax by an inflation-busting 3.9%. Matthew Barber concluded, "The
Conservatives at the Vale are working constructively to find ways of
protecting our front line services. We can't go on like this!"
